District President's report

The District governor, VDG, Cabinet Officials in various portfolios, the DCC–Leos, Lions, fellow Leos and Prospects.
Allow me to express my heart felt gratitude at the opportunity rendered to me to serve as the Leo District President for Leo district 413 for the Lionistic year 2008/09 with my working theme ‘ Together building miracles thought service’.
Many have been challenges in the year, however, we lived to see how we could remedy such to work to our advantage. We embarked on familiarization visitations to the various clubs, where the following were identified.
1. No proper handover to new office bearers where given
2. New officers orientation was not done
3. Guidance from Leo advisors was in some clubs no existent
4. Raising membership in some clubs was a challenge to mention but a few.
As a district we saw a need to help the clubs in some of those issues which were sometimes addressed during our visitation and also where among the various issues discussed included club management, roles of various club officers, how to undertake community relevant projects. To facilitate ease of communication, the District website, www.leos-413.blogspot.com has been established and for any articles or information that the clubs need to communicate to the district and want to be posted on the web site please send such info to leos413@gmail.com
Furthermore, we held a one day Leo leadership workshop hosted by Leo club of UTH where various topics were discussed. It was at this forum where workshop participants strategized to grow their club membership.
I had an opportunity in the earlier part of my term of office to attend Leo district Council meeting in Gweru, Zimbabwe with two Leos from UTH, the experience was very enriching. Were scheduled to have hosted Leos from 412 during our conference, however, due to circumstances beyond our control we were unable to.
The district has continued to face attrition in numbers of both clubs and membership at one time Leo district 413 boasted of having more than 21 Leo clubs but currently only 9 clubs are in existence and of these six are active. That the first Leo club (Kalonga) in Zambia is non existent makes sad readings.
We urge the sponsoring Lions clubs despite there many financial difficulties to help guide the Leo clubs being there projects, community service undertaken by these Leo clubs enhances the relevance of not only the existence of a Leo club but the pride of the sponsoring Lions club, it’s like killing two birds with one stone.

The Northern Region has continued to be a challenge. Jacaranda Leo club showed signs of revival but now need serious sustenance of their comeback.
Many are the stories told of how the District Council meetings used to be, how vibrant and interesting meetings used to be. A lot has to be done if we are to bring back our district to its former glory. A strong Leo movement is a strong foundation for this Lions movement in our district. A quality and Informed Leo is key to a vibrant Lion Movement, hence the need to invest in the Leo movement. Many are such examples to the latter, Lion Grivas Chiyaba, Ln Dan Zyambo to mention but two.

Conclusion: I would like to explain my thanks to the Vice District Governor Lion Ben Siame (Munali) for the support and time availed to us as Leos. The DCC Leo’s Lion Boniface Chitundu (Woodlands) for his able guidance, To Leo advisor UTH – Lion Ester Lungu (Woodlands) for having been consistent in attending our Leo Council meetings whose guidance meant much to us as Leos . To the Leo’s of District 413 for the support and efforts made to make better the lives of our communities. To the sponsoring Lions clubs thank you for your sponsorship of Leos to our council meetings, however, increase on the sponsorship of the numbers of Leo’s attending the Council meetings as this provide a rare opportunity for the clubs to interact and share ideas on how to mark our existence in our respective communities.
To my executive, I would like to say thank you for serving with me.
To my successor Leo Chanda Mutati (UNZA) you have a big challenge ahead of you work with everyone in the District to seek solutions to help make our district a vibrant one. Select a team dedicated to the service of mankind otherwise you will do all the work by yourself. I pledge my support to you when called upon.

Message from International Headquarters
The 2nd Global Leo Conference was held during the Lions Clubs International Convention,
Bangkok, Thailand. Leos met from around the world, shared success stories, discussed how to
improve their sponsor relationships, and ways to further develop their leadership skills.

What’s New
Improvements to the Leo Club Program are under way! At the June 2008 board meeting, LCI’s
Board of Directors approved the new Leo brand core (what we’re made of, things we can’t change
about who we are), personality (how we want people to see us, the perception we want the market
to have of us), and truth (an internal and external statement of who we are and what we do).
Leo Brand Core = Community, Development, Fulfillment
Leo Brand Personality = Global, Contemporary, Friendly
Leo Brand Truth = Develop young, motivated, global leaders, who derive fun and
satisfaction from serving and strengthening the community.
The design direction for collateral materials is currently being developed and we are working on
identifying a tagline. Taglines are a brief and evocative phrase or sentence associated with the
brand name and logo that connotes the nature or character of the club. We hope you took the time
to provide us with your opinion by completing the tagline survey you received earlier this month.
The creation of a Leo/Lion Advisory Panel has been approved and the Youth Programs Department
is currently developing a panel member nomination form to be reviewed at the October/November
2008 board meeting.
Training Materials – As part of the Leo marketing/branding project, we are currently working on
developing training tools for Leo advisors. In the interim, advisors can access the training tools
currently available on the Resource Center. To access the online training courses and other

The LeoWMMR system will soon be available! It will enable LCI to communicate with Leo members
at the club level. The Youth Programs Department is looking forward to having the ability to
communicate directly with you and your club!

Did your Leo officers remember to submit the Annual Leo Club Officer and Membership Report (LEO
72) to the Youth Programs Department? The report is available online as a Word document or an

Leo Club Excellence Award nominations are due August 15. All districts (single or sub-district)
may endorse one Leo club per district to receive this prestigious award. For an application, go to

Leo October Membership Growth Award – Any Leo who recruits three or more new members in
October can receive the Leo Club Membership Growth Award. Leo club advisors must submit

100% Leo Club President Award – In September, you will receive criteria; please review to

The Leo Club of Kathmandu Bagmati of Nepal organized a
plantation program on June 7, 2008 for World Environment
Day. A total of 350 seedlings of different species were planted.
During plantation, Leos also collected litter from the area—
making the environment look clean, neat, and green!
The Bartlett Leo Club of Illinois, USA donated $200
to the Bartlett Park District to sponsor a kite making
session where they made over 200 kites for Earth
Day. There were over 50 kites flying outside
throughout the day!

DP Report to second council meeting


DISTRICT PRESIDENT’S REPORT TO THE SECOND COUNCIL MEETING

HELD ON 8/11/08 IN KAFUE

At Highway Park Lodge

INTRODUCTION

The Cabinet officials present, the DCC-Leos, Leo advisors Lions present, Leo club presidents fellow Leos, prospects and Guests. I warmly welcome you to the Second Leo Council meeting for this Lionistic year. It is an honor and privilege to be working with you as service providers and community volunteers and I am greatly humbled by your presence at this meeting .

I would like to thank Leo Club of Kafue and there sponsoring Lions for Hosting this meeting.

Leo District

The district has continued to face attrition in numbers of both clubs and membership. That the first Leo club for district 413- Zambia is non- existent makes sad readings. I hope by the end of this meeting we will be able to strategize on strengthening the existing Leo clubs and find ways to either charter or revamp the old Leo clubs.

I am well aware of the activities undertaken by the Leos from Kafue who are at Evelyn Hone in pushing for a reestablishment of a Leo club at Evelyn Hone College.

I would also want to commend the clubs that have continued to render service to the community, whose experience as such will be subject for discussion today not to frustrate but as a learning point for other clubs to enhance their community participation and thereby mark our existence in our respective communities.

Membership

We are currently as of the data collected by the first council meeting, are 152 Leos strong with Jacaranda and Monze yet to submit their Membership roll to the district. These are from the nine (9) Leo Clubs that are active. A lot more is to be done to help push the district membership upwards. It is in this respect that as the district are trying to hold a Leadership training workshop where, among issues to be discussed, will be membership growth.

DUES: may the clubs please be reminded that in order for the district to function effectively, you have to pay dues. If you are observant, the district treasurer presented a budget outlining our various sources of funding, district dues was one of them. So far only UTH Leo club has managed to not only pay but cleared dues for the whole lionistic year.

Visitations

As the District we have managed to visit all the clubs in Lusaka except for Chainama. A lot of challenges faced by these clubs were identified some discussed with the affected clubs.

Problems Identified included lack of orientation of the new club officers by the out-going executives, no proper handover was given.

Leos need to be well informed if we are to effectively reach out to our communities. We are to understand who we are, what our core value is and what our motivation is for doing community service if we are to be relevant and attract quality and large membership.

We are yet to visit clubs outside of Lusaka resources allowing.

We had the privilege to attend, under invitation, Leo District 412’s council meeting, with 2 Leos from UTH, Mwape and Sarah. The experience was quite enriching and worth while, we remain indebted to the hospitality accorded to us while in Zimbabwe.

The Leos from District 412 have expressed interest in attending our Leo conference.

Projects and activities/ calendar

I’d like to apologies on behalf of my executive for not carrying out any scheduled projects, however we are doing everything possible to have them done.

The Projects that have reached an advanced stage include:

Donation of Medical supplies and having a medical camp to st. Agnes’s community clinic in Ibex hill- Materials sourced through Doctors outreach care.

Donation of a computer to Jack ceccup Community school- sourced through Doctors outreach Care.

To hold a Leo Leadership training workshop on 29th November 2008. Venue to be communicated

To Undertake donation of clothes for Christmas to an orphanage or home Yet to be identified- clubs will be required to contribute the clothes to donated.

We are keeping our fingers crossed as we source for funds for sponsorship of the world AIDS day commemoration activities from NAC and ZNAN.

We assisted lions club of kabulonga in their Medical camp at Kayosha and also participated during the Sight week activities by helping in the Medical Camp at Arcades Shopping Mall.

We have as a district endeavored to attend, when informed and where time and resources allowed, Club projects, such as UTH Leo club’ donation of clothes in Mandevu, and of assorted items to children’s cancer ward at UTH and Roma Leos donation of clothes to omega orphanage.

In line with the concerns raised over the Leo conference, we as the district have decided to have a joint 3rd council and 23rd Leo conference in March or April.

Communication

We as the district have tried to communicate resources allowing within time, but we still think more needs to be done. In order to facilitate ease of communication, Clubs are urged to submit their contact details such as President’s and secretary’s phone numbers and Email addresses. Also details for your Leo advisors. Only UTH Leo club has its records updated with LCI. Clubs are urged to submit their Membership roll (minimum 20 members), President’s name, secretary’s name and address as well as your Leo advisor’s details. To facilitate ease of communication, the District website, www.leos-413.blogspot.com has been established and for any articles or information that the clubs need to communicate to the district and also be posted on the web site please send such info to leos413@gmail.com .

Way forward

1.Leo club presidents should try to inform the District of their activities on time, and from time to time should try to remind the district about such.

2. Clubs are urged to pay up the dues to enable smooth running of the district. clubs are encouraged to interact with other clubs and be able to exchange information and also carry out joint projects.

3. Sponsoring Lions Clubs are encouraged to sow in the Leos as they would be the next Governors for this district.. the stigma that Leos are a burden must be eliminated because the Leo movements activities benefit everyone in the district, for we are the nursery for the district.

4.sponsoring lions Clubs are encouraged to provide guidance to their Leo clubs.

CONCLUSION

Cabinet officials present, the DCC-Leos, Leo advisors Lions present, Leo club presidents fellow Leos, prospects and Guests, we well know that the Council meetings provide rare opportunities for us to evaluate our performance for the quarter, as such I call on each one of us to contribute positively that we may be able to help rebuild our District to its former glory.

I want the gathering today to pay particular attention to the following:

The activities for the 3rd council and 23 annual Leo conference.

Nominations for the District president and vice.

Clubs, as resolved during the 22nd Leo conference, that are in bad standing will not be allowed to present their reports and participate in the deliberations.

I once again thank you for coming and urge you to participate fully in the deliberations.

It gives me much pleasure to be with you at this Regional Leo Conference and 21st Annual Leo District 413 Conference.Firstly I wish to welcome you all to this great city of Ndola, the provincial capital of the Copperbelt. Special warm welcome goes to the Lions and Leos from District 412. I hope as you conduct your business, you will also find time to see the beauty of Ndola town.My dear fellow Leos, the Leo movement is an important International program.

The objective of the Leo Club Programme is to provide the youth of the world with an opportunity for development and contribution, individually and collectively, as responsible members of the local, national and international community. Lions Clubs create exciting programmes that aim to achieve the objectives of the Leo programme of providing a chance to young people like you, to develop into humanitarians and leaders.Recently, the Lions Clubs International Regional Leo Conference Grant Program was created to provide financial assistance to Lions multiple districts (or single districts not part of a multiple district) to help cover the cost of major Leo conferences that comprise Leo club members from the surrounding area. The goals of the conferences are to:motivate Leos; provide Leos with opportunities to strengthen leadership, organization and service skills; and encourage Leo club/membership growth and expansion. I am convinced that the programme and the presentations that will be made today will meet the objectives of such conferences.Dear Leos, the Regional Leo Conference Grant Program is a three-year pilot program that extends from July 1, 2006 through June 30, 2009. The program provides expense assistance of up to US$2,000 per conference. A total of two districts (multiple or single district not part of a multiple district) per constitutional area, per fiscal year, are eligible to receive the funds. This year our District applied and was successful. This is a great achievement and the actualization of hosting this conference demonstrates the commitment that my Cabinet has in responding to challenge number 7 of our International President, Lion Mahendra Amarasuriya's International Program of "Challenge to Revive and Develop the Leo Movement to Its Maximum Potential". I hope that through this conference you will develop skills that will encourage you to serve others in your communities. I also wish to commend the organizers of this Regional Leo Conference for inviting the Leos from District 412 to attend the Regional Leo Conference. This partnership should be encouraged because it is in line with the Lions mission statement, " To create and foster a spirit of understanding among all people for humanitarian needs by providing voluntary services through community involvement and international cooperation".To the delegates to the 21st Annual Leo District Conference, 1 wish to urge you to elect district officers that will continue with the good work that has been performed by Leo Chiluba and her team. Her team has demonstrated serious commitment towards the growth and development of the Leo movement in the district. As District Governor, I have closely followed the activities of the Leo movement because it is very dear to my heart. You will recall that during the 20th Annual Leo District Conference held in Kafue in 2007, 1 warned that I was not going to tolerate mediocre leadership in the Leo movement during my year as District Governor. I am glad to note that there is sanity in the Leo movement and I commend you all Leos who have contributed to the change.In closing, I wish to express my gratitude to several Lions Clubs that extended support to Leo Clubs. I am glad that there is more collaboration between the sponsoring Lions Clubs and Leos. It is however regrettable that the Leo movement has continued to be concentrated only in Region 3 and 4. I hope Clubs in Region 1 and 2 will rise to the occasion and sponsor Leo clubs.I am informed that there are prospects of reviving certain clubs on the Copperbelt. I only hope this will happen before the end of the fiscal year.

Finally, I wish to appreciate the good work done by the organizing committee of this Regional Conference and 21st Annual Leo District Conference. For the past four months they have been meeting to ensure that this is a success.I also thank all the resource persons for the rich presentations; and all the participants.To the visiting Lions and Leos from District 412, I hope you will enjoy your short stay in Zambia. To the local Leos, I look forward to seeing you at the 37th Annual Lions District Convention in Siavonga, 1 - 4 May 2008.I now officially open the Regional Leo Conference and the 21st Annual Leo District 413 Conference.
